CRICKHOWELL AND DISTRICT ANGLING SOCIETY BY-LAWS
(Made by the Committee under Section 7 of the Constitution on 26th JANUARY 2024)
(1) Senior members of the Society shall be entitled to fish the Bullpit Meadow but priority is given to Junior Members.
(2) Where the water upon which any member is entitled to fish does not extend across the full width of the river a Member must not fish beyond the extent of the water upon which they are entitled to fish.
(3) All Members of the Society shall record all catches of fish taken from the Society’s water and shall make a return in writing each year to the catch returns officer of all catches of fish, showing the date of catch, stretch of water (Bullpit Meadow, The Legar, Grwyney River, Red Barn, Glangrwyney Court, Bridge Meadow and any Rented Water), the estimated weight or length of any salmon caught, the method used and any other information which the member shall consider of interest to the Society.
a. To comply with National Resources Wales requirements, catch returns, nil or otherwise, are required by 31st October in each year.
b. Failure to submit a catch return, nil or otherwise, to the Catch Return officer by 31st October annually may at the discretion of the Committee result in the non-renewal of their membership.
(4) All Persons fishing the Society’s water shall comply with all reasonable requests of the Water Bailiffs appointed by the Society or any Officer of the Environment Agency (EA)/Natural Resources Wales (NRW). This includes the checking of fishing permits, NRW/EA rod licences, subscription receipts, fishing tackle, fishing tackle bags and bags of any retained fish.
(5) Worming for trout shall be permitted on the River Usk between 16th June and 30th September.
(6) EA/NRW bye-laws will apply to the River Grwyney for salmon and trout fishing. Fishing for salmon and trout on the River Grwyney will cease on the 30th September annually.
(7) Only approved legal baits as laid down by the EA/NRW shall be permitted.
(8) There will be a bag limit of 2 brown trout on any water owned or rented by the Society. Any member having caught 2 brown trout is not permitted to take fish from any other part of the Society’s water in that day.
(9) Minimum size for brown trout is 10 inches.
(10) Members are only permitted to use barbless or de-barbed hooks, throughout the entire fishing season, whilst fishing for any species of fish on all waters belonging to or rented by the Society.
(11) The sale of all fish caught on waters belonging to or rented by the Society is prohibited.
(12) All Members of the Society are to acknowledge that they have received and read the Society’s Angling Safety: Guidelines.
(13) All subscriptions are due by 28th February annually. If any member has not paid by this date it will be deemed that he/she has resigned.
(14) All persons being members of the society shall provide to the Hon Secretary and / or the Hon Treasurer a full postal address including a post code, landline and mobile telephone number (where available), an email address (where available) and date of birth. All members shall express a preference for the method of communication. It is the member’s responsibility to advise the Hon Secretary and Hon Treasurer of any change of personal details including but not limited to address, telephone number change, or change of email address etc.
(15) A Junior Member shall be under the age of 18.
(16) In exceptional circumstances and on successful application to the Committee, Junior Membership may be extended by the Committee up to the age of 21 providing the Junior Member has been a member of the Society for a minimum of 5 years and still in full time education.
(17) All Junior Members under the age of 13 shall be accompanied when fishing at all times by a Full or Senior Member of the Society. Failure to carry this out will result in the withdrawal of membership.
(18) Junior membership will only be granted if the parent/guardian of the Junior Member applicant agrees to ensure that the Junior Member complies with all guidance contained within the Society Angling Safety Guidelines.
(19) A Junior Member on reaching the age of 18 years will not be required to pay the joining fee providing they have been a Junior Member for more than two years
(20) All Members (except Junior Members) are required to pay a joining fee in addition to the annual subscription.
(21) All Committee Members are to be Honorary Bailiffs and any other approved full member appointed by the Committee.
(22) All members (including Junior Members) must carry their current subscription receipt, Membership Yearbook and EA/NRW rod licence when fishing.
(23) To comply with EA/NRW rules relating to spring salmon fishing of fly only to the 1st June annually, all members must move through the pools and runs in an orderly and respectful fashion and maintain an adequate and sensible distance between themselves and their fellow anglers to ensure safety at all times.
(24) A limit of 5 rods only will be allowed to fish on the Llangattock side of the Bridge Pool at Crickhowell at any one time. All members must move through this pool and run in an orderly and respectful fashion and maintain an adequate and safe distance between themselves and their fellow anglers to ensure safety at all times. It is suggested that members have a maximum of five casts from any one position before moving downstream by at least two paces.
(25) The committee shall be empowered to close Society waters (owned or leased) to fishing, when water temperatures rise to 20°C, when measured by a member of the Committee with a standard thermometer at Crickhowell. The closure shall be communicated to all Society members by the Hon Secretary. Temperatures shall continue to be measured, when falling to 18°C or less for two consecutive days the committee shall reopen all society waters (owned or leased) to fishing. The reopening shall be communicated to all Society members by the Hon Secretary.
